Vite should not require config.yaml in order to show help page #2

Hey, I just built vite from the git tip, and I wanted to see its help page:

$ ./vite -h  # same result for: --help, -help, and help
error: config: open config.yaml: no such file or directory

It would be helpful if vite could dispense from this requirement when user is asking for help.
