Add users as trending #1

It would be nice if along with trending repos, trending users were also included. Rough outline of work

  • Follow the sh.tangled.graph.follow lexicon
  • Use the same thresholds and can record them using the same Db tables
  • If they meet the threshold make a post, use constellation to display their following count, display their profile description from their sh.tangled.actor.profile record (can use slinghot to get that), and can use their pfp as the picture
  • Record the subject as post made for cooldown
