Provide an OPML at an endpoint or record #29

I've opened an issue on the NetNewsWire RSS client hoping to add AT Proto login to sync Leaflet subscriptions. It would make the integration a lot easier for them if Leaflet provided an OPML file for them to grab rather than iterate over all the subscription records and construct the RSS links.
