Workflow to build and publish a release.
Ideas for possible inclusion:
- Attach artifacts to a tag
- Sign artifact with user keys (from pds?)
- Create and push version tag
- Login and publish to registries (npm, pypi, hackage, etc.)
Some ideas might require or be easier with tangled support
