allow unauthenticated downloads for tag artefacts #174

Right now uploaded artefacts to a tag require a login to download; https://tangled.sh/@anil.recoil.org/ocaml-gpx/tags/05648ec051e3694b5b8800fe015f4ada1635bb9d/download/mlgpx-1.0.0.tbz with a curl

It would be very useful if we could use these download URLs with package managers, which requires public download access (either via a CDN or directly from the PDS)
