feat: support Reuse-like licenses specification to show repository licenses list #99

There is project Reuse (https://reuse.software) by FSF Europe (sibling to FSF "US", but separate organisation, just in case) that promotes a way to explicitly set project licenses in per-file basis. It also promotes clean way to store licenses in LICENSES/ directory in the project root. Something similar to that is already supported in SourceHut and I think that Tangled also could support such thing.
