Other than that the implementation is pretty complete, except I haven't been able to run it yet due to trouble with my local env.
i think a PR in a state where it is tested to be working in the VM would be super valuable! closing this in the meantime. we generally try to avoid draft PRs, feel free to post a repo + hash on an existing issue/discussion and i'm happy to take a look!

I need to hook up some sort of background task to rotate the keys every week or so. I'm also not sure yet if the implementation needs issuer discovery or if implicit issuer is ok, going to do some digging on that.
