Introduces framework-provided TANGLED_* environment variables (repo info, ref/SHA, trigger-specific data) that are injected into workflow steps.

This addresses the proposal I brought up https://tangled.org/tangled.org/core/issues/286 as well as this about adding CI=true to the environment https://tangled.org/tangled.org/core/issues/310

largely lgtm! thanks for picking this up. nits: extractRefName and extractRefType are available in go-git's plumbing module:

refName := plumbing.ReferenceName(r)

extractRefName(r) == refName.Short()

refName.IsTag()
refName.IsBranch()
